NCWNPD (Northern California-West Nevada-Pacific District) Resolution: Humanitarian Support for Chinese Victims of Japan's Wartime Atrocities

Adopted Feburary 7, 1998

  1. Whereas, the military government of Japan committed innumerable documented atrocities about World War II against innocent civilians in China know as the "Rape of Nanking";

  2. And Wheras, the government of Japan, even to this day, has not taken responsibility for its wartime actions by clearly making an apology and paying reparations;

  3. And Whereas, even the government of Germany has taken responsibility of the atrocities committed by the Nazis against the Jewish people during World War II, apologized, and paid reparations;

  4. And Whereas, many Chinese Americans in the U.S. and their families, part of today's Asian Pacific American community, were among these victioms and are currently seeking support fro the JACL and others;

  5. And Whereas, Japanese Americans were also innocent of the World War II, interned by the war hysteria, racism, and the failure of political leadership in America;

  6. And Whereas, the Northern California-Western Nevada-Pacific District Council (JACL) is a community civil rights organization that supports many social issues, including the successful campaign to secure an apology and reparations from the U.S. government for the unjust treadment of Japanese Americans;

  7. Be It Resolved, that the Northern California-Western Nevada-Pacific District Council (JACL), on humanitarian grounds, supports the innocent civilian victims of Japan's wartime atrocities in China, a clear apology from Japan and reparations;

  8. And Be It Further Resolved, that the Northern California-Western Nevada-Pacific District Council (JACL) supports: 1) approprite actions by the U.S. government to call for such an apology and reparations from the government of Japan, and 2) approprite domestic and Japanese educational efforts, such as "Forgotten Holocaust" exhibits, to tell the truth about these wartime atrocities.

  9. And Be It Further Resolved, that the Nnothern California-Western Nevada-Pacific District Council (JACL) asks the National JACL Board to take a similar position.
